In 2025, it will have been 35 years since the 21st Leningrad City Council deputies embarked on the thorny path of struggle for freedom and democracy on a city-wide scale. According to many historians and political scientists, this was one of the few democratically elected city councils in Russia. Similar revolutionary renewals of Soviet power had already occurred in Moscow, Yekaterinburg (Sverdlovsk in 1990), perhaps even Nizhny Novgorod and some other regional centers in Russia. And that was it! And this democracy held power for three and a half years. Today (in 2025), many of the deputies of that very last democratic Leningrad City Council-Petrograd City Council are long gone; many are employed in completely different spheres of human activity, already retired—after all, the average age of those LenSU members today is 83! But none of us, Lensovet members, have ever retreated, nor will we ever retreat, from the civic stance instilled in us by our short time spent in St. Petersburg's highest authority. We are proud of our colleagues who remained in power in Russia and St. Petersburg longer than others, and we believe they brought tangible benefits to the country and their home city.

Let us remind readers that the Leningrad City Council deputy corps produced such now-famous political and public figures who left a noticeable mark on Russia′s political history as former and current senators Alexander Nikolaevich Belyaev, Yuri Anatolyevich Kravtsov, Dmitry Fedorovich Mezentsev, Alexey Ivanovich Alexandrov и Sergey Alexandrovich Vasiliev, State Duma deputies of various convocations Yuliy Andreevich Rybakov, Boris Aleksandrovich Moiseev, Alexander Vladimirovich Shishlov, Igor Yuryevich Artemyev (in 2005 — Minister), Sergey Alekseevich Popov (in 2005, the current deputy), Sergei Mikhailovich Nikiforov, Yuri Mikhailovich Nesterov, Alexander Kiryanovich Egorov, Anatoly Grigorievich Golov, Vladimir Evgenievich Churov (in 2005 — current deputy, later — chairman of the Central Electoral Commission), Yuri Konstantinovich Sevenard, Sergey Georgievich Belyaev, Evgeniy Sergeevich Krasnitsky, Sergey Anatolyevich Popov.

The following were elected as deputies of the Legislative Assembly of St. Petersburg in different years: Alexey Anatolyevich Kovalev, Yuri Pavlovich Gladkov, Stanislav Fedorovich Zybin, Vatanyar Saidovich Yagya, Mikhail Ivanovich Amosov, Sergey Nikolaevich Nikeshin and were deputies of previous convocations Leonid Petrovich Romankov, Valery Nikolaevich Selivanov, Mikhail Ivanovich Pirogov, Alexander Vyacheslavovich Dybovsky, Boris Vasilievich Gladkikh.
Many Leningrad City Council deputies have worked or are working in departments and committees of the Russian Government. : (Alexander Alexandrovich Kalinin, Pyotr Sergeevich Filippov, Pyotr Mikhailovich Lanskov, Georgy Stepanovich Khizha, Viktor Nikolaevich Monakhov, Leonid Evgenievich Paidiev and others, in the administration of the President of Russia — Anatoly Vasilievich Chaus, works as a member of the Central Election Commission Nikolay Evgenievich Konkin, member of the Charter Court of St. Petersburg Alexey Alekseevich Liverovsky.

It is worth mentioning that Vladimir Vladimirovich Putin and Dmitry Anatolyevich Medvedev began their political careers and the difficult road to the top of the power hierarchy in the Leningrad City Council apparatus (as assistants to the chairman of the Leningrad City Council).

It was during the era of the Leningrad City Council of the 21st Convocation and by the decision of the Leningrad City Council to hold a city referendum in June 1991 that our city was returned to its historical name, given by its founding father Peter the Great in honor of the Apostle Saint Peter — Saint Petersburg.

The deputy corps of the 21st convocation of the Leningrad City Council was, is, and will remain special. It is destined to become a hallowed place in the history of the city on the Neva; it is symbolic, no matter how hard today’s elite tries to conceal the achievements of the Leningrad City Council or even appropriate them for themselves. The numbering of our convocation — XXI (21) — is symbolic: it seems to have launched new socio-political trends, looking toward the 21st century.

The first book, «Autobiography of the St. Petersburg City Council», was published in 2005, on the eve of the 15th anniversary of the 21st Leningrad City Council.
This 732-page, A4-sized volume contains biographies, portraits, and recollections of almost all 380 Leningrad City Council deputies, describing how and why they embarked on the election campaign trail, what they did within the walls of the Mariinsky Palace, what they remembered and were proud of in their work as deputies, what they failed to accomplish, their feelings about the dissolution of the Leningrad City Council, which became the St. Petersburg City Council in 1991, and their thoughts on the new «servants of the people» — the deputies of the Legislative Assembly.
The deputies wrote their memoirs themselves (or gave recorded interviews) — hence the title «Autobiography».

Rarely, and perhaps never before, have the people stood up so unitedly to defend the legitimate authority as in Russia (still part of the USSR) in August 1991. The upsurge was amazing, especially here in St. Petersburg (then still Leningrad), and the military did not dare enter our city in tanks. Therefore, there was no shooting or bloodshed, but on August 19th there was resistance to the tyranny of the State Emergency Committee at the Mariinsky Palace, there was the first session of the City Council in the country, which condemned the actions of the State Emergency Committee. There was the first breakthrough of the information blockade in the country in the evening on city television. On August 20th, the largest demonstration in the history of Leningrad took place on Palace Square. Smolny was sealed on August 23rd - The headquarters of the Communist Party of the Soviet Union, the CPSU, which ruled for 70 years. The people are always greater than the government. All it takes is for the people to unite, and the arbitrary rule of the government will end!

The book presents a mathematically sound and logically substantiated thesis on the causes and inevitability of revolutions in human society. Revolution is a means of improving the state mechanism. A new definition of social revolution is substantiated: the state’s shift within the space of political ideas along a vector directed from simple, archaic ideas (slavery, despotism, inequality) to more complex, progressive ones (freedom, democracy, equality). The driving forces of revolution are listed. The genetic basis of human passionarity and a mathematical model of popular uprising (rebellion) are discussed. Belyakov, Vladimir Gennadievich

Born in 1948. Graduated from the Radio Engineering Department of the Leningrad Electrotechnical Institute of Communications named after M.A. Bonch-Bruevich in 1970, and from the Law Department of St. Petersburg State University in 1994. Since 1989, he has been a member of the Leningrad Popular Front (LPF).
In the Leningrad City Council, he was deputy chairman of the credentials committee and a member of the communications and information technology committee.
From 1994 to 2020, he worked as a lawyer, and was also involved in public activities, working as an assistant to State Duma deputies.
Currently involved in the creation of a centrist political party with an agenda of peace and prosperity for Russia.
Actual State Counselor of St. Petersburg, 3rd class.

Kotov, Alexander Vladimirovich

Born in 1949. Graduated from the Economics Department of the A.A. Zhdanov Leningrad State University in 1980.
In the Leningrad City Council, he was a member of the Planning and Financial-Budget Commission and the Commission on Economic Reform.
Subsequently, he was a leading expert at the Main Administration of the Bank of Russia for St. Petersburg.

Sazanov, Alexander Petrovich

Born in 1952 in Leningrad. Graduated from the Faculty of Journalism of LSU named after A.A. Zhdanov in 1976. Worked in the media of Latvia and Leningrad, including the newspaper "Nevsky Courier", founded in 1990 by the Leningrad Popular Front.
In the Leningrad City Council, he was a member of the credentials committee, the standing committees on glasnost and the media, and on legislation.
Subsequently, he was engaged in literary activities. Founder and editor of more than 20 newspapers and magazines, publisher of 1,090 books (by 2024). Writer, poet. Author of 14 poetry collections, 20 books of journalistic and historical prose. Editor and publisher of 28 books about the Leningrad City Council, incl. Memories of deputies.

Sungurov, Alexander Yuryevich

Born in 1951. Doctor of Biological Sciences, Doctor of Political Sciences, Professor, Head of the Department of Applied Political Science at the St. Petersburg branch of the National Research University Higher School of Economics, President of the Interregional Humanitarian and Political Science Center «STRATEGY», Editor-in-Chief of the journal «Public Policy».
From 1990 to 1993, he was a deputy of the Leningrad City Council (Petrograd City Council) of the 21st convocation (Chairman of the Committee on Science and Higher Education, member of the Presidium), and from 1990 to 1992, Chairman of the Leningrad (St. Petersburg) Branch of the Democratic Party of Russia. Author of over one hundred works in biophysics and radiobiology and over three hundred in political science, including five monographs.

Born in 1952 in Leningrad. Lecturer at the Leningrad Institute of Precision Mechanics and Optics. Candidate of Technical Sciences. Since 1989, he has been a member of the Leningrad People’s Front (LPF), a member of the Coordinating Council and the Board of the LPF.
In the Leningrad City Council, he is the Chairman of the Committee on City Property Affairs. Member of the Commission on Economic Reform. Member of the Small Council.
Subsequently, he studied economics and jurisprudence. Doctor of Law, professor of law, lawyer, and publicist. Author of books on logic, the theory of state and law, and revolution.

Smirnov, Nikolai Nikolaevich

Born in 1954 in Leningrad. Graduated from the A.A. Zhdanov Leningrad State University in 1980 with a degree in economic geography, and from the Law Faculty of St. Petersburg State University in 1994. Chief Project Engineer at the Institute of the General Plan of St. Petersburg and the Leningrad Region.
In the Leningrad City Council, he was a member of the Small Council, deputy chairman of the property committee, and a member of the standing committees on ecology and public utilities and on urban development policy and land use.
Subsequently, he studied economics and law as director of the Real Estate Academy. To this day, he is involved in the implementation of many socially useful and patriotic projects.

Born in 1940. Candidate of Technical Sciences. Senior Researcher at the Research Institute of Electrophysical Equipment of the Scientific Production Association «Electrophysics».
In the Leningrad City Council, he was a member of the Commission on Upbringing and Public Education and a member of the Committee on City Property Affairs.
Subsequently, he worked as a history teacher at a school.
In 1995-1996, he was the Secretary of the St. Petersburg branch of the Christian Democratic Party of Russia.
Author of several autobiographical and journalistic books.

In the 21st century, he worked in the local government system and election commissions, then from 2009 to 2017 — editor-in-chief of the newspaper «Lesgaftovets». Recipient of state and public awards. Journalist, writer, and composer.
